City crews are preparing for weekend freezing rain and snow

The National Weather Service has issued a Winter Storm Warning for the Kansas City metro area in effect from midnight tonight, Friday, Dec. 20 until noon on Sunday, Dec. 22.

Freezing rain is expected beginning tonight through tomorrow. By tomorrow evening, the freezing rain is expected to change to snow. The Kansas City metro area may receive 5-7 inches of snow, in addition to ice accumulation of 1/10 to 1/3 of an inch. Motorists are advised to drive with caution, as roads will become very slick. City of Kansas City, Mo., snow crews are preparing to respond to the winter weather. For the past few days, City crews have been treating many City streets with a brine solution to help prevent the anticipated ice and snow from bonding to the street surface.

City crews assigned to primary/arterial routes have split into two 12-hour shifts to provide around the clock coverage. They will begin checking routes for slick spots on Saturday, Dec. 21 at 7:30 a.m. Crews on residential snow routes will be on alert tomorrow, and will begin plowing routes when the snow stops during daylight hours - this will most likely begin Sunday, Dec. 22 at 6 a.m.

The City has approximately 6,400 lane miles of pavement in its street system. To keep traffic moving throughout the City during a winter weather event, the snow plan prioritizes plowing into two types of snow routes: primary/arterial routes and residential routes.

On primary and arterial routes, the City's Public Works, Parks and Recreation and Water Services departments collaborate on removing snow and ice from approximately 2,400 lane-miles of pavement and apply salt as needed. These crews plow curb-to-curb and work around the clock.

On residential snow routes, City crews using smaller trucks work 12-hour shifts during daytime hours to provide a passable lane by plowing and applying salt on intersections, hills and curves. As possible, crews will widen the passable lane, which may still have some snow pack due to low pavement temperatures. In the event of severe snow, cul-de-sacs and dead ends will be plowed after arterial, collector and through residential streets. This ensures that City crews may use their resources most effectively.

When snow depths exceed a couple of inches, residents are advised that parking cars off-street during snow plow operations greatly enhances the ability of snow plows to remove snow, especially in cul-de-sacs and dead end streets. Residents parking on signed Emergency Snow Routes should be prepared to find alternate parking locations to avoid vehicles being ticketed or towed.

Residents wanting to report slick spots or missed streets to the City's 311 Call Center should wait 36 hours after snow has stopped falling. While crews are running assigned snow routes, it is assumed that all streets are slick. Only after snow has stopped falling and all snow routes have been run does the City's 311 Call Center accept requests for slick spots and missed streets.

City of Kansas City, Mo., snow crews are monitoring and preparing for a wintery mix of rain, sleet and snow expected to move into the Kansas City areatomorrow morning. Light freezing rain is expected to occur Friday morning, transitioning to rain around noon. A change to snow will likely take place around the afternoon rush hour, with heavier snow falling in the evening and overnight. A total of 3-6 inches of snow is expected to accumulate.

Curbside Brush and Leaf Pickup this Monday


Leaf and brush pickup for our neighborhood will be Monday, December 9th.   Have your bags and bundles (up to 20) on the curb by 7:00am. 

Please follow the collection rules:

- Sacks and bundles must not weigh more than 40 pounds each.

- Use only paper lawn debris sacks. No plastic bags.

- If you seal sacks, use masking tape only; do not use plastic or duct tape.

- No grass clippings. No trash.

- All branches must be bundled. Branches must not be more than 3 inches in diameter.

- Bundles of branches must not be more than 2 feet in diameter and not more than 4 feet long.

- Use twine or jute rope to tie bundles; do not use wire or plastic tape.

- If wet weather is forecast, cover sacks/bundles with clear plastic.







Residents may also use the City's three leaf and brush drop-off sites, which are located at 11660 N. Main St., 1815 N. Chouteau Trafficway and 10301 Raytown Road. All three leaf and brush drop-off sites are open and free for residents to use on Saturdays from 8 a.m. to 6 p.m. In addition, residents may drop off leaf and brush at the Chouteau and Cookingham sites on weekdays from 8 a.m. to 6 p.m. for a small fee.



In addition to dropping off leaves and brush, residents may also pick up mulch at the drop-off sites. Residents may pick up first ground mulch for free at any of the sites, or they may purchase natural darkwood, red and brown mulch and natural compost from the Chouteau and Cookingham sites for a discounted fee.

Time to Renew your SNA Membership

Just a friendly reminder from your Southmoreland Neighborhood Association that it is time to renew your membership. Our membership year runs from January 1 through December 31. Annual dues are $25 per residence for individuals/families, $10 for seniors (65 and older), $10 for students and $50 for businesses. 

What do you get for your membership? The majority of our funds go toward our security patrol which is manned by off-duty SWAT officers. In addition, SNA continues to advocate for improved neighborhood and police services. SNA also provides brush and large item dumpster days, neighborhood mixers and an annual neighborhood party.

City offices closed Nov. 11, trash pickup delayed

In observance of the Veterans Day holiday, trash and recycling collection will be delayed one day, and City of Kansas City, Mo., offices will be closed Monday, Nov. 11. The 311 Call Center, a division of the City Manager's Office, also will be closed for the holiday.

Residents who usually have Monday trash collection will receive this service Tuesday, Nov. 12. Residents who usually have Friday trash collection will receive this service Saturday, Nov. 16.

Kansas City Marathon affects traffic Saturday

The City of Kansas City, Mo., is advising motorists that many streets will be temporarily closed on Saturday, Oct. 19 from about 6:30 a.m. to 3 p.m. to accommodate the Waddell & Reed Kansas City Marathon.

As the marathon progresses, the Kansas City, Mo., Police Department will close and re-open streets as necessary. Motorists seeking cross-town, north-to-south routes on the west side of the marathon are advised to use Broadway Boulevard, Southwest Trafficway or I-35. Motorists seeking cross-town, north-to-south routes on the east side are advised to take Bruce R. Watkins Drive (U.S. Highway 71).

Starting at Grand Boulevard and Pershing Road, the marathon route is as follows: north on Grand Boulevard, west on 12th Street; south on Baltimore Avenue; east on 20th Street; south on Main Street; west on Pershing Road; south on Kessler Road; loop around the Liberty Memorial Mall; south on Wyandotte Street; east on 31st Street; south on Main Street; southwest on Westport Road; south on Roanoke Parkway; east on 47th Street; south on the Paseo Boulevard; west on Volker Boulevard; north on Brookside Boulevard; west on Ward Parkway to just east of the state line; east on Ward Parkway; southwest on Sunset Drive; east on 54th Street; north on Belleview Avenue; east on 52nd Terrace; south on Summit Street; west on 58th Terrace; north on Belleview Avenue; northwest on 57th Terrace; south on Ward Parkway; east on 75th Street; north on Wornall Road; west on Meyer Boulevard; northeast on Brookside Boulevard; east on Volker Boulevard; north on Paseo Boulevard; west on Emanuel Cleaver II Boulevard; north on Troost Avenue; west on Brush Creek Boulevard; north on Harrison Street; northwest on Gillham Road; northeast on Harrison Parkway; north on Harrison Boulevard; east on Armour Boulevard; north on The Paseo; west on 18th Street; and south on McGee Street to finish at Pershing Road.

KCPS Board to Consider Sale of Westport Middle School

The Kansas City Public Schools (KCPS) Board of Education will be considering the sale of the Westport Middle School site to Kansas City Sustainable Development Partners (KCSDP) for reuse as a mixed-use development at its next board meeting on Wednesday, Aug 28th. 

KCPS received four proposals for the purchase of the Westport Middle school site. After completing an assessment of the qualifications of the proposal teams and their development proposals, and factoring in the considerable community feedback gained through two rounds of proposal presentations, KCPS Administration is recommending the sale of Westport Middle to KCSDP. 

KCSDP, a partnership that includes some well-known Kansas Citians, Bob Berkebile, Butch Rigby and David Brain, proposes a historic conversion of the school building, which will include up to 100 market-rate apartments, as well as commercial space which will be primarily targeted for non-profit office space. Grounds will be used for urban farming/gardening to promote healthy living. The KCSDP proposal garnered the strongest support from local stakeholders who participated in the proposal presentations. If approved, closing on the sale will take place before the end of the year. KCSDP will be required to hold two public meetings in coordination with the Southmoreland, Old Hyde Park and Hyde Park neighborhood associations in advance of any City Plan Commission or Board of Zoning Adjustment hearings related to the redevelopment of the project site. This will give the neighborhood an opportunity to weigh in as the project progresses.

KC Dream Home Program increases homebuyer mortgage assistance limits

The City of Kansas City, Mo., Neighborhoods and Housing Services Department is now accepting applications from first-time homebuyers for the KC Dream Home Program. On Aug. 1, the maximum mortgage assistance amount increased in secondary target areas to $20,000 and citywide to $10,000.

This program helps low- to moderate-income first-time homebuyers and displaced homemakers purchase a home of their choice within City limits.

Assistance is provided in the form of a second mortgage loan at 0 percent interest; this second mortgage is later forgiven after a period of time. The loan amount varies by neighborhood and ranges from the lesser of 20 percent of the purchase price or $20,000 in primary and secondary target areas and the lesser of 10 percent of the purchase price or $10,000 in other areas of the City of Kansas City, Mo. No monthly payments are required. The City provides funds for this program through the U.S. Housing and Urban Development's Home Investment Partnership Act program.

Applicants must meet income eligibility requirements, homeowner eligibility requirements and purchase a home that meets program requirements. Household incomes may not exceed the following:

- One person     $39,900

- Two people     $45,600

- Three people   $51,300

- Four people     $56,950

- Five people     $61,550

- Six people       $66,100

The sale price of the home must not exceed $150,000 and the purchase price must not exceed the appraised value.

City hosts graffiti removal training July 13

City of Kansas City, Mo., neighborhood groups soon will have a unique opportunity to gain skills that will help facilitate community involvement and combat neighborhood graffiti issues. The City has teamed up with Glidden Professional, a power washer company, to host a graffiti removal training session on Saturday, July 13 from 9-10 a.m.in the parking lot of the City's Neighborhood Preservation Division, 4900 Swope Parkway.

During the training, registered neighborhood groups will learn how to properly use graffiti removal chemicals and power washers to support the City's Neighborhood Graffiti Abatement Program. Staff will provide a live demonstration of this equipment and allow neighborhood groups to practice using it. Informational materials on graffiti and the proper use of graffiti removal chemical and power washers will be distributed.

The City, through its Neighborhood Graffiti Abatement Program, has acquired 10 power washers and graffiti removal chemicals that registered neighborhood groups may rent and use, free of charge, to remove graffiti.

Neighborhood groups do not need to sign up to participate in the training.

The Neighborhood Graffiti Abatement Program is an initiative of the City's Gateway Crimes Task Force.

Southmoreland Yard Sale June 7 & 8

Southmoreland is planning a community yard sale Friday June 7th and Saturday June 8th.  If you'd like to be a part of the sale, and have your location included on our flyers, let us know by responding to our request for participants email, or by messaging us on Facebook or Nextdoor.   Yard sale signs and flyers will be available for you, as well!  We will be advertising in the Star, Craigslist and Facebook!

Here are a ton of tips to prepare for the sale! 

  • Have a large quantity of items to sell, a big variety. 
  • If you're selling your kids' things, make sure you ask them a few times first to make sure they want to get rid of it. 
  • Capitalize on the season. Feature luggage at going-away to school or vacation time or toys near Christmas. Include fads.
  • Antiques go over big regardless of state of repair or condition. 
  • Find tables to use. Borrow them or make them out of doors and sawhorses. 
  • Clean the items up. Wash or dust any items that you've been storing for a while. 
  • Clean up the yard. If it is more attractive, people will think your items are higher-quality. 
  • Be clear on the purpose of your sale. Are you selling things to make money or to get rid of them? Price them accordingly. 
  • Put a price on everything. Use removable stickers or masking tape that is easy to remove. Or even post a sign on a box of things, or a table of things that applies to the whole box or table. 
  • For items you have a lot of (books, CDs), post a discount for buying several. 
  • If you have tons of a certain item (kids clothes or toys), consider a set price for filling a bag. 
  • Mark the price tag with initials if there is more than one family involved. 
  • The bigger the item, the bigger the tag for the price. 
  • Have a "Free" box for items you are anxious to get rid of and that don't seem to have much value. Put it near the road to draw people in. 
  • Price lots of items under $1. Price most things under $5. 
  • If a price is not negotiable, put "Firm" on the price tag. 
  • Put your "Free" box out front to attract and pull in "lookee loos." 
  • Set up tables to display small merchandise attractively. Place tables in a manner that will leave room for shoppers to browse without feeling crowded. 
  • Take advantage of the space under the tables if you need more display room. 
  • Place similar items together. 
  • Separate your clothes according to size. 
  • Use a clothesline to display nice clothing. 
  • If you have any fragile, rare or expensive items such as crystal, cut glass or jewelry, be sure they are displayed on a sturdy table and up high out of reach of kids. 
  • Place a sawhorse or soccer cones across the front of your driveway so that cars can't use it to turn around there. 
  • Be sure you have electrical outlets nearby to plug in any electronics to show buyers that they work. 
  • Attract men to your sale by putting "man" items (e.g. lawnmower, electronics, computer items) near the front. 
  • Put the bigger stuff towards the front so they can be clearly seen as people drive by. 
  • Have a garbage can somewhere near your yard so people don't drop trash in your yard.
  • Post a sign that says "All Sales Final." 
  • Keep your house locked at all times. Better safe than sorry. 
  • Be ready when your sale is set to start. 
  • Keep your dog inside or away from the yard sale. 
  • Make sure that you have lots of change! Especially quarters, one and five dollar bills. 
  • Greet your customers. Make them feel welcome. Don't hover over people, but don't ignore them either. Be approachable. 
  • Accept cash only. If someone doesn't have enough cash on them, offer to hold the item for them for a certain period of time. 
  • Keep your money safe and on you at all times. 
  • Have bags handy for people who purchase multiple items. Use saved grocery bags - paper and plastic (recycle). A few empty boxes would be nice too. 
  • Have newspapers handy for wrapping fragile items. 
  • Sweeten the deal by throwing in an item for free with a purchase. Combine a hard to sell item with a related desirable item for two-for-the-price-of-one deal. 
  • Write down the items that you sold and for how much you sold them. 
  • Keep a calculator handy for adding items up. 
  • Rearrange items as you sell items. 
  • Drop your prices in the afternoon. 
  • Hold items for a pre-specified period of time if a person needs to go get more cash or a larger vehicle. If they've already paid for it, hold it indefinitely. ;-) 
  • If someone makes an offer on an item that you aren't ready to come down on, offer to take their name and number in case you don't sell it during the yard sale. 
  • Consider selling some beverages or snacks, especially on a hot day. It's a great way to teach kids entrepreneurism. 
  • Say "thank you" to all your customers, whether they buy something or not.
